Le 4e adjoint au maire de la commune de Korhogo et ancien haut fonctionnaire de la Banque mondiale, Dr Siélé Silué, assure le secrétariat dudit comité. A la fin des travaux, il a déclaré que ‘’suite à un constat sur la dizaine de projets de la Banque Mondiale financés à hauteur d’un milliards -6 millions de dollars dont des composantes sont dans la région du Poro, on s’est rendu compte que beaucoup de personnes notamment les populations et les bénéficiaires ne connaissaient pas ce portefeuille de la Banque Mondiale’’.
Le comité de suivi mis en place avec le préfet
A l’écouter, ce comité de suivi a été mis en place avec le préfet de région du Poro. ‘’Ensemble avec le préfet de région du ‘’Poro’’, préfet du département de Korhogo, nous avons décidé la mise en place de ce comité de suivi des projets du portefeuille de la Banque mondiale dans la région dont l’objectif est suivre de façon régulière l’exécution des projets’’, a-t-il dit.
Il a souligné que si des problèmes sont rencontrés et signalés pendant l’exécution de projets, ils sont remontés au niveau des autorités. Il a demandé aux agents d’exécution impliqués de jouer leurs partitions. Ce comité, faut-il le signaler, est composé du préfet de région, du maire de la ville de Korhogo, des représentants du Conseil régional du ‘’Poro’’, de tous les directeurs régionaux dont les activités concernent également celle du comité. Le Bnetd, Cote d’Ivoire Energie, l’Ageroute… la liste est étendue à tous les coordonnateurs des projets de la région.

En plus du suivi, des missions sont données au comité. Faire en sorte que l’impact des projets de la Banque Mondiale soit su par les bénéficiaires, par les élus locaux. ‘’Nous avons aussi pour missions d’organiser des revues ou nous allons demander à tous les coordonnateurs de projets d’exposer sur leur structure … les difficultés mais également les avancées d’exécution’’, a-t-il dit.
Dr Siélé Silué qui représentait le maire de la commune de Korhogo Lassina Ouattara à cette rencontre, a fait savoir que ‘’il y aura des portes ouvertes ou les résultats des projets de la Banque Mondiale sont exposés, donc ouvert au grand public afin qu’il sache ce que fait la Banque Mondiale dans la région et s’il y a nécessité de formation des acteurs, nous le ferons’’.
La Banque Mondiale adhère au comité
‘’La Banque Mondiale adhère 100% au comité, a donc décidé que toutes les missions de la Banque mondiale ici dans la région du ‘’poro’’ fassent une réunion de restitution devant le comité de suivi pour que les activités soient suivies par les différents acteurs impliqués. Ainsi la Banque Mondiale a décidé de nous soutenir techniquement et financièrement... Et pour montrer leur adhésion à cette initiative toute nouvelle en Côte d’Ivoire. Car c’est la première fois qu’on voit au niveau local à l’intérieur du pays un comité pour suivre les activités de la Banque Mondiale dans la région’’, a-t-il déclaré.
Pour Dr Siélé Silué, fort de sa longue expérience dans l’institution mondiale, il apporte un soutien très utile au comité. ‘’Le 20 mars 2024, je serai à Bouna dans le district du Zanzan pour expliquer au ministre-gouverneur, au président du Conseil régional, aux maires des communes ce que nous faisons. Car ils sont intéressés par la mise en place du comité de suivi similaire dans leur région afin de suivre les projets de la Banque Mondiale chez eux’’, a-t-il indiqué.
Le Premier Ministre est regardant et il a souhaité que nous puissions intégrer au sein des comités non seulement toutes les structures, mais aussi des représentants des ministres gouverneurs
Idem pour le département de Tengrela ou Mme le préfet a également sollicité pour la mise en place de ce même comité de suivi de la Banque Mondiale, tout comme Odienné dans le district du Dengélé. Ensuite, les régions du pays où la Banque Mondiale a un portefeuille conséquent de financements de projets. ‘’Le Premier Ministre est regardant et il a souhaité que nous puissions intégrer au sein des comités non seulement toutes les structures, mais aussi des représentants des ministres gouverneurs’’, a-t-il fait remarquer.
Le préfet de région du ‘’poro’’, préfet du département de Korhogo André Ekponon Assoumou, Président du comité de suivi des projets du portefeuille de la Banque Mondiale du ‘’Poro’’ s’est réjoui de cette séance de travail enrichissante. ‘’Nous avons beaucoup appris. Pour les prochaines séances, nous souhaitons que les services rattachés au comité et les coordinateurs de projets aillent ensemble échanger un peu longtemps et de façon plus précise. Les journées portes ouvertes sur les activités de la Banque mondiale dans la région sont à saluer’’, a-t-il conclu.
Les projets de la Banque Mondiale en exécution dans la région du ‘’Poro’’ : projet des chaines de valeurs compétitives, projet de cohésion sociale, projet de connectivité rurale, projet d’assainissement résilience urbaine, projet de développement des villes secondaires, projet Emploi Jeune et Développement des Compétences (PEJEDEC)…
